Boykin Enterprise Transformation Advisory Services

Visionary strategy. Pragmatic execution. Undeniable results.

Most value is lost in the gap between a bold strategy and a working operation. Boykin Advisory closes that gap — turning vision into operating reality where the stakes are highest: federal & defense modernization, and fractional COO/CIO leadership for companies scaling in regulated markets.

We start from the company you have — and build the company only you can see.

28+
years of defense & enterprise leadership
$500M+
annual IT portfolio led
$1.6B
in capital efficiency unlocked
18,000+
users on analytics platforms scaled
Two practices, one operator

Why two doors? Because the same failure mode shows up in two very different rooms.

A founder-led company outrunning its own operations and a federal portfolio stalling on modernization are, underneath, the same problem: vision that never becomes operating reality. Closing that gap has been the throughline of a 28-year career — inside fast-scaling companies and at the Pentagon. Start with the room you’re in.

The method

Behind both doors: one method.

We call it From Instinct to Infrastructure — start from how your company actually runs today (the instinct that got you here), and build the operating structure your own vision requires. Not a framework you get folded into; a system built from your reality.

Assessment on day one

Every engagement opens with an Operating Snapshot — your company’s vitals through the method’s own rules. Fracture pattern, the likely first move, and a 90-day plan. Same facts, same answer — no black box, and no questionnaire that flatters you.

Instruments, not slide decks

Delegation matrix, weekly operating rhythm, decision log, 13-week cash view — one-page instruments your team keeps using after we leave, delivered in your company’s own private client workspace.

Built to end

Adoption is the metric: the system has to run without us — and without you in every decision. Exit is on the roadmap from day one; a retainer continues only when your ambition keeps growing.

Selected results

Led in partnership — delivered with teams and stakeholders

Representative outcomes from the founder’s federal executive career. Specifics are generalized; the approach isn’t — every result came from aligning leadership, technical teams, and stakeholders around a shared goal.

Federal · Data & Analytics

A stalled data platform, re-energized to 17,000 users

Challenge
A federal logistics enterprise’s move off a legacy analytics environment had stalled — expectations outran delivery, and stakeholder trust was slipping.
Approach
Rather than push from the top, Shannon spent 60 days listening to analysts, the program office, and functional data owners — then reset targets with the teams and handed program-update ownership to the people closest to the mission.
Result
The community re-invested and the teams delivered: 17,000+ users, 270+ dashboards, 165 data sets, and two enterprise awards for highest usage and fastest growth.
Fractional COO · Operating Model

Rebuilding a 120-person operating model

Challenge
A 120-person division had churned through repeated reorganizations, over-relied on contractors, and lacked clear roles — under constant operational pressure.
Approach
Shannon built trust first, through dozens of one-on-ones. Together the team distilled the mission to a single sentence, restructured around it, and stood up a jointly-staffed operations cell to absorb the daily firefighting.
Result
Within a year, delivery and audit-readiness improved, relationships strengthened, and morale and mentorship rose — a cadence the teams owned, one that outlasted any single reorg.
Turnaround · Operational Rigor

Averting a mission outage with a two-week capital play

Challenge
A mission-critical legacy system was set to shut off before its replacement was ready — and its funding had already been zeroed out.
Approach
Shannon convened the people who held the answers — the successor’s program office, contracting, budget, and branch leads — to size the runway and locate unspent funds, then secured buy-in from every affected owner in parallel.
Result
In two weeks, the partners had it funded and running with zero disruption, and a shared burn-down plan carried it to the successor’s go-live.
